relation between the bit rate and error probability

What is the relationship between the bit rate and probability of error?
Lets assume I have ook-nrz modulated signal with bit rate R which goes through the awgn channel. The probability of bit error is ~Q(sqrt(Eb/No)). I have hard time understanding if this depends on bit error. Is No noise energy during the bit duration Tb ? If so, then the probability of bit error does not depend on bit rate.

As you stated, the bit error rate is ~Q(sqrt(Eb/No)). But as we know Eb/No is related to the SNR which is in turn related directly to the maximum capacity(datarate) allowed by the channel. So bit error rate depends on the model and responce of the channel which in turn affects the bit rate of communication.
