Is there a relation between leakage current and timing ?

Well, Could you please elaborate your question a bit so that better help could be provided?
 

If you mean a relation between leakage and propagation delay,
they both pivot about VT (leakage, by subthreshold slope,
10^(-VT); delay by IDsat, k'W/L(V-VT)^2. Higher absolute
VT lowers leakage and increases prop delay.

Tox also plays similarly, but more linearly.
