If you did you would find this design guide that shows that they appear that they are done on the PCB itself.
In PCB design terms, the touch buttons are implemented as special components (or "pseudo" components) that have a footprint and a schematic symbol, but no BOM entry. Don't know how they are represented in your design tool.
Drawing the footprint and associating it with a schematic symbol is similar to regular components.
