Reflected voltage pulses

Why are voltage pulses reflected back over long transmission lines or in circuits having high frequency? Does this follow basic principles of electronics( Kirchoff's law, etc. ) ?
 

The simplest answer:

At high frequencies the inductance and capacitance of a transmission line become very significant. The line acts like an infinite group of series parallel LC circuits

Kirchoff's laws still apply but the voltages are currents are now complex numbers because they are not in phase with each other:
