who can give me some suggestions about how to design a simple rail to rail comparator with hysteresis? thank you.

Go through Allen Hollberg chapter on comparators.
It would be great help to you

And you can ref some rail to rail opamp

razavi's and allan's books have lots of references

try this circuit:

use conventional inverting amplifier structure (two resistor and one opamp), change vinp and vinn, so that it is a positive feedback.

now it is a comparator with hysterisis. the two threshold voltages can be controlled by changing the resistor ratio
