I want to know

1.What's the frequency upper limit for the .13 technology when doing full custom design?
2.If using standard cell design, what's the upper frequency limits?
 

It is hard to give definitive answer, but
~3GHz full custom logic (current mode logic like SCL will go upto 4.5GHz)
~500MHz standard cell
