Ok, as I understand it, if for (some silly reason) I touch the live or neutral wire I get a shock, Now with PME the earth is connected to Neutral, and Earth is also connected to all the copper pipes around the house so how come I don’t get a shock when I touch a pipe or tap?

You NEVER get a shock from a neutral, unless there is a fault. The whole purpose of an earth is to make sure that everything except for the live is at the same voltage. So your pipes and the floor are at the same voltage so when you touch both, no voltage, no current, no shock.
Because of the current flowing through the neutral and the resistance of the cable, there is some times a small voltage on the neutral, say up to 6V.
