Question about universal multi-programmer

multi-programmer

In some universal programmer there are some varies voltage at different
pin.for instances 40 ZIF socket , at pin 3 there may be 2.4v at pin 5 there may be 1.2v.Could some one give me any links that can done with it????????
Are level shifting IC do it ?????????
