Question about transformer value used to design a regulated DC voltage source

i hav a transformer that gives 16.38 V rms without load, and 12.6 V rms @ 300 ma
which of those values do i use to design a regulated dc voltage source that would give me 310 ma at 12 v?

You should use the second value (under nominal load)
