Mobile Comms Theory

Somebody threw a question at me asking about:

When power up, a mobile station - MS (cellular phone) will transmit instead of receive first. Can I ask will MS need ID from base station subsystem - BSS first, or MS send its ID to BSS and/or mobile switching centre - MSC first?

Where can I find such reading material from the website?

No comment from all... wonder why. Is the question funny or incomprehensive? Please let me know if I even come to the wrong group?

I just wanna know when a mobile/cellular phone is powered up, does it transmit first or receive first?

If transmit, then why? Please explain in terms of protocol procedure. What is the comms between BTS and MS and MSC/VLR, what is their function to each other when the cellular is powered up.

Please comment.
