question about external it management

We are a small e-business based in France (20 people) and I have a small interrogation point regarding a particular point of our development.
Up to know, we have externalized all our IT management to several companies, where the current provider is Mercuria Technologies in Cyprus. We are satisfied of their services.
But even if we work with small offshore companies like that, result (and cost) wouldn’t be the same than with having our IT strategy being managed in house.
On the other hand, one single person cannot handle the same variety of needs than a company, and the responsibility is not the same that when you purchase the service to a company.
What would you do guys ?
PS : main tasks are : management of our network, of our data, quality tests, and design+integration of several widgets, PSP APIs etc…
