The air mass above the surface of the Earth is rotating at the same angular veloctity as the surface of the Earth.

If you were in a vehicle on a rotating planet with no atmosphere, and could rise above the planet using, for example, rocket power, then the vehicle would "fall behind" the point of demarcation of the planet at a rate depending on the height above the planet. The reason is that the linear velocity of the vehicle would remain constant due to inertia. In order to "keep up" with a point on the surface of the airless planet, the vehicle would have to increase its linear velocity with respect to the surface in order to maintain its initital angular velocity.
