Hello,
Would you think an 1812, 2R4 resistor could handle 70W for 400uS?.....(its an inrush pulse of current going into this snubber resistor.)

Close. For example, a Vishay/Dale RCLe series resistor of size 1218 has a single pulse spec of about 30W at 400 usec. There is a graph in the data sheet. Note, this one is a 1218 with the metal contacts on the long side of the resistor. So, you are probably close. I suggest checking on specific parts. For your application, a well spec'ed part will have pulse ratings on the data sheet.

Here is a 2010 part made for pulses with a rating above your spec - https://www.welwyn-tt.com/pdf/datasheet/PWC.PDF
