what is psen microcontroller

in the isp microcontrollers how to connect the PSEN(active low) pin while programming the controller and when the controler is in running mode?

Just connect the PSEN pin to ground using a slide switch or a simple jumper link.
 

A Grounding resistor will be better for CMOS type
 

For TTL use Transistor..
