Propagation Delay Time In Signal Measurements

Why is propagation delay time important when measuring the frequency of a signal? I have a 9600Hz signal feeding into a NI PXI DAQ card to measure the frequency. I want to make sure my signal can be measured by the PXI DAQ card. I am confused and need more information on what to worry about when selecting ICs for propagation delay.

Propagation delay is not applicable to measuring a frequency. It does not matter how long the cable is the frequency of measurement stays the same. In a pulsed system it just takes longer to get there.
