I have a little problem concerning some missing parts

like QED123QT ,

QSC114QT (i was recommended by BPy62instead)

Furthermore , wat is meant at the button by (power pins ) ? (U1-14 ..................etc)

Last , Is the 1MHz Ossilator here this circuit ?

QED123QT - Infrared LED. Available from Digi-Key
QSC114QT - (Infrared) Opto Transistor

That means: all the IC's power pins should be decoupled by the capasitor(s).
How exactly it wiil be done is up to you. Search the web.

The second circuit is not an oscilator. It is a Dual Pulse Generator.

P. S. The purpose of the second circuit is to clean the signal from SW1 and produce two pulses of desired length.

1MHz generator can be build around 1/6 74HC14 IC ( which is already used in this circuit ) .. see picture below ..
The frequency can be roughly estimated using the following formulas:
HC-series-
f ≈ 1 / (0.8 * R * C) ..
HCT-series-
f ≈ 1 / (0.67 * R * C) ..
