project counter usind a 74HC163N counter

I am sure that it is connected right but my count is all over the range 8,7,2,1,5,8,4,7,2 the outputs are what they should be but the order is not right.

Is the clock signal clean? Have you decoupled the supply? Have you tied the preset & reset lines & preset data lines?
