Programming Problem in pic18f66k22 by PICkit2 and 3

Dear friends!
warm greetings to all. I am using pic18f66k22 in my project. Circuit is operated at 5V. I am using Pickit2 (ICSP header) for programming the controller. But whenever i connect with Pickit2, it says device is not detected.. I manually set the voltage. However i cant program the device. I have tried with Pickit3 too.. Even though i cant program the device.. In datasheet they said as both Pickit2 and Pickit3 will support for programming. . Circuit wise i have checked all the things. On chip voltage regulator activated,0.1uf capacitor is placed for all VDD and VSS pins. I think problem is in programmer..Kindly help me guys..

generally this problem is resolved by checking
-All VDD/VCC and VSS/GND are connected
-ensuring proper capacitance
-pullup on MCLR
-Proper stable voltage on power lines
If still it does not solve the problem, do trouble shooting of your PICKIT, sometimes that helps. At times I had this problem because of USB port issue. My USB port was not able to provide sufficient current, I tried on a different laptop and it worked.
Some bits and pieces of problems which cause u issues like this
