Ok...so I go to this website:

https://sourceforge.net/project/showfiles.php?group_id=599&package_id=28921

then Select:

sdcc-2.8.0-setup.exe

Download begins and is successful.

I then go to my start menu and look for SDCC. There is no program to open or use.....

I only see selection for:

*Change Log
*Documentation
*GPL2 License
*Latest Changes
*Readme
*SDCC on the Web
*Uninstall SDCC

were is the program that opens up so that I can compile my C code? Am I missing something here?

You should use it from command line. For example, type:

sdcc

You will get a lot infomation.
