Problem with connecting TC 9402 to IR encoder receiver

hi all
iam working in a freq/volt convertor which is necissary in my robot project ....
the i/p need to be connected to an ir encoder receiver which o/p is pulses (freq depend on receiving signal)
in the first i liked to try the freq/voltage (tc 9402) which is the only type of convertors in my area so i open the data sheet and c the cct needed for this.....i connect it (as it is) and try it by inserting a signal of 4vpp and freq range (700-1500)hz which is really the o/p of the ir reciever
but no response was met.......................any help , other cct with same ic ,......................
