problem using wget in linux terminal, please help

Whenever i'm trying to get a file with wget in the terminal i'm seeing the following message.

bash-2.05b$ wget www.google.com
--17:19:06-- https://www.google.com/
=> `index.html'
Resolving www.google.com... failed: Host not found.
bash-2.05b$

it might be helpful to note that i'm using proxy server and i'm not root. please tell me how to fix this.

Hie,

Before use wget you should first access to the ftp server
where the files that you pretend download the you can use the wget command
to fetch the files.

1) ftp (adress)
2) wget (file name)

please forgive me if i'm wrong but the whole thing didn't improve. this is what i'm getting:

[common1@centrallib33 common1]$ ftp www.google.com
ftp: www.google.com: unknown host
ftp> quit
