prescalar and postscalar operation

prescalar is an operation which is used to divide the single clock into 2 clock cycles(in case of 1:2)
i.e., in single clock cycle we can get 2 clock cycles.

Postscalar is an operation which is used to add 2 clock cycles into single cycle(in case of 1:2)
i.e, in 2 clock cycles we will get single clock cycle.

Are the above 2 statements are correct ?
If wrong please tell the answer and differences and where it will be used .......
