I'm looking for the GSM specification disclosing how the preferred operator (PLMN) list is updated over the air in early GSM solutions before 1996.
I've found gsm spec 11.11 v.5.0.0 from Dec 1995 showing in chapter 10.2.4 that an elementary file EF contains the coding for n PLMNs. That information is determined by user/operator and defines the preferred PLMNs of the user in priority order.
But I can't find anywhere where the update of the list over the air by the operator is showed.
Anyone?
