global operating voltage

I think the voltage should be 1v or 5v, but when I run "report_rtl_power" in pe_shell, which shows me the global operating voltage is -1.049+e6,
and the power unit is unitless, and internal/switch/leak power are 0.

Why? I use 2000.11 version and use libraries in synopsys root.

Thanks.
