power supply design problem?

I have designed a power supply, where the 230V AC converted to 5V dc. But when i plug in and switch on, total power supply in my room goes off. How can i test the power supply? any help will get appreciated, Thanks in advance !!!
 

There must have a short cicuit, you must check with DMM, or you connect the capacitor in reverse direction ??
 

It sounds like you've got a major fault. Did you make any checks before you plugged your project into the mains?
Based on that, I don't think you should be experimenting with mains powered projects.
There's a certain level of care you need to take, such that even if there is a fault, it should not cause
the entire mains power in your room to go off. That's a sign that you have not spec'd a correct fuse, or
an even worse fault, before we even get to the root cause of the problem.
