power suplly doubts for programming PROM

When Platform flash PROM is programmed through JTAG interface, a power supply is given to JTAG. Can this same supply be given to PROM while programming it?

By using Xilinx parallel cable IV can we program platform flash PROM?

It is not true. Power supply is not given "from" JTAG. You need to have all required powers for whole device, at the programming stage (the same as for normal work). Your design can have option to power from JTAG connector pins but in Xilinx cables it is rather pins for power supply internal cable electronics direct from programmed board.

I didnt understand it perfectly. Can you please explain.
In xilinx cable IV, there is a pin named Vref(1.5-5.5v). Will this voltage be sufficient to program PROM?
 

This cable has no power supply pins for providing power to the programmed board. Vref is used only for automatic set proper pin voltages (compatible with power voltage used inside programmed board). Vref is the input signal to the cable IV internal electronics, not the power supply for the programmed board.Read this documentation from Xilinx.
