power circuit on PCB not working

Hello,
I have designed a custom development board for DSP controller. The power circuit (delivering 3.3V to the board) I have used is not working. I am sharing the power supply circuit schematics.

Till now I am thinking that while soldering, the IC get destroyed due to which it is not working, but I am not sure. Please shed some views over the possible reasons why my Circuit is not working. Thank You all.

Hi,

"Does not work" is no error description.
Tell us
* your test setup,
* what you expect and
* what is not like expected

Show your PCB layout and the exact product numbers and manufacturer names of coils and capacitors.
Otherwise we don't have the chance to verify your circuit.

In case your PCB layout and part selection is not according the datasheet --> rectify this first.
