Possible project? -Underwater beacon (spinning magnetic prop generates beacon)

I was making an acoustical/optical underwater beacon and thought of a very different way... Would it work ? :

A turbine with a couple of steel blades (propeller) The blades being very magnetized.
Suspended on an anchored rope in mid-water -say 50 metres deep- freely spinning with the current.

Locating its position from the surface by sensing the magnetic gradiometry peak with a proper sensing coil...

(Instead of electronic transceivers, emissions and circuitry and batteries submerged) It would really attract/disturb sharks, but I do not care about their comfort...
