have any ic can change +5v dc to -5v dc
 

for low power apps you can use MAX1044/ICL7660 (Switched-Capacitor Voltage Converters) **broken link removed**
for more power you can use any switchin IC source like MC34063 in voltage inverting configuration (for this you need an inductor).

If you need more than 20mA (ICL7660 and HT7660) on the negative voltage, you can use also the MAX660A that can supply up to 100mA and converts from +5.5V to -5.5V.
 

If you need very low ripple and noise and if -4.1V is enough, then very good proven (in sensitive photo sensor) is LTC1550L from Linear Technology.
