Programming 25LC640

Hi ,
I made PONYPROG2000 kit for programming the 25LC640 ,but it is not programming .I found that voltages are initiated for programming , while writing the hex file .
I checked the voltages in VCC, SCK,SI,CS(25LC640) are 5.05V,2.1V,4.4V 0r 5V(verifying),0V respectively.I used 147 transistor instead of BC547.I need to know the functionality of the circuit .

Can u please suggest solution for this
