At first take a look at the datasheet of 555 timer(and study different mode of operation of 555 timer IC) and decade counter CD4017
load driver transistor drives the motor based on the PWM generated by 555 timer IC...

pls post the details how PWM generated by 555 timer IC drives the motor??

ok for woking of decade counter have a look at **broken link removed**...
The Timer which is working on monostable mode generates the CLOCK for decade counter.....which is asynchronous...
before begining study detail operation of 555 timer
the clock source ....let's say for 1st single pulse the output Q1 of counter becomes high..and hence this high pulse causes the 555 timer in astable mode to become active....which in turn generates high output which eventually causes the motor to stop/start for very few seconds(almost negligeble)....but I can't find the use of PNP transistor in your circuit...
similarly in the second pulse ....Q2becomes high for more time and so on goes .....every time you provide the clock pulse in the counter
Astable mode must generates pulses of varying duty cycle.... (note:your frequency of astable mode remains constant)...and hence the motor responds accordingly.by ...

pls give detailed working of ic3(NE 555) ... how it control wiper speed
