please recomendate a DC-DC converter
input voltage 5~12V,output voltage +-15V,output current 300ma.

Take a look at the LM3578 regulator:

Just by adding some external components you can design almost anything you like with this gizmo ..

hi there, what is the main purpose of using the dc to dc converter? why don't we just take the dc from the power supply? why should we convert it?

Your current is low, but you nedd - and +, take a look at Datel site. Also you can use charge pump DC-DC converters.
