i am connecting Pc's line out to the cell phone's line in , then i play a sound file from Pc and initiates the call. Technically at receiver's end i should hear the same sound file played by the Pc ? is that right ? if not, any suggestions?
 

I think you are doing it the wrong way,the protocols do not match a handshaking signal needs to be developed or controlled by a microcontroller.
