placing high to low level shifter

Should low to high level shifter be placed in high voltage domain and why?
 
I'm not an exert on level shifters, however, I will state what seems obvious:

the level shifter has to go between the low and high levels, with the
zener diode / transistor / resistor that accomplishes the level shift
placed between the low and high levels.

i'm not sure what you mean by "be placed in high voltage domain".
why is always a good question
