PICKIT2 clone windows doesnt recognize it

I make PICKIT2 clone that support 3.3V and 5V. Problem is when i connect it to PC Windows does not recognize it. I check USB connection, all 4 tracks are good. I checked capacitor that i found its important for USB at VUSB 14pin, its good, and its 220n. I installed PICKIT2 software (without MPLAB) and it doesnt recognize it eather. I try on xp and win7 64bit. I also try to reprogram 18F2550 but its seems good becouse when i press button and put in usb, red led blink.
Any advice what can it be? I also browse internet and nothing found useufull...

Can you tell me what are all the features that can couse USB to fail. I just checked again, and usb is connected fine.

I also notice that after some time yellow LED lights up, and on pin V_TGT_P its 25pin it shows 3V. Is that normal?

3V is not unexpected, the PicKit has it's own supply generator onboard and it's output is under software control.

If the chip is programmed correctly, the USB capacitor is connected, and all the USB connections are correct, it should be recognized even if all the other components are removed so you have something fundamentally wrong around the USB interface. Check the crystal frequency is correct and double check the USB+ and USB- data connections are not reversed.

I hate when this happens.
So still nothing. Now i checked every single wire from gnd on whole board, its ok, i checked all +5V from usb all ok, i checked +D and -D on pic, its good and thay are 1cm long on PCB, crystal is 20Mhz, VUSB capacitors voltage between caps pins is 3V, i checked usb becouse i solder cable on it (i didnt do it on pcb) and its ok, i look for voltage beetween power pins of pic and its 5V. I duno what to look anymore?
 

My next check would be to confirm the oscillator is running, if you have an oscilloscope, check at the 20MHz crystal using a high impedance probe and confirm it is running and at the correct frequency. If it isn't running, check the capacitor values at each end of the crystal are correct, they should both be 22pF. Also confirm you have decoupling capacitors across the PIC supply pins and they are wired as close to the PIC as possible.

I don't have oscilloscope, but i think it runs, because when i press button on PICKIT2 and than plug in USB red light is blinking and that is a part of PIC to do, and it could not run if oscillator isn't running. I put crystal closest to PIC as passable and caps are 22pf and they are close to crystal, i can post here PCB i made in eagle if needed, its double sided.
 

Before doing that, try something else: Unplug the device from the computer and reboot it. When it has started up again, plug the USB in and see what message the computer displays. I'm trying to see if it recognizes a USB device is there at all and if it does, whether it can identify it as being a Pickit device. The message will help to diagnose the problem. If you are using Linux, try typing 'lsusb' at a command prompt and report what it shows.

i think that you have o burn firmware for pickit2 again bcoz as betwixt also told and if your hardware correct then this part conly controls the controller. and download pickit2 firmware from Microchip website.
