It helps if you can say what country you are in when asking this sort of question.
(Otherwise the answer is - anywhere you like - and that's probably not what you want)

on ebay i can't see the item, i get this message: Unfortunately, access to this particular item has been blocked due to legal restrictions in some countries.

Hi,

Seems that board is only available from the makers 100Mhz in China.

Forgive asking ,but do you realize you also need a suitable programmer to go with it ?

For Europe only boards there is Microchip as already suggested or look here at these Olimex boards which are stocked here.

i don't think that i will need a programmer, because if there is a USB connector i can interface the board to the PC, and send program to bootloader ...

Like on those 100Mhz boards you need a USB enabled chip to use the USB socket, though there are serial bootloaders as well.

Of course you need to program the bootloader into the chip in the first place, unless you can buy a chip with the bootloader already programmed.

What happens when you want to put a program / chip into a working project.

Suggest you look at the Microchip Pickit2 or Pickit3 programmers which also allow hardware Debugging as well as some other useful features
