phototransistor output

i need help to find phototransistor output
what is collector-emitter voltage that find on commonly phototransistor datasheet??
is it an output of phototransistor?
i really need help to solve this problem

if i have this kind of circuit

i want to use the active mode of phototransistor so it must be fulfill this equation

Vcc > RL x Icc

and i use this formula tho find the appropriate RL

Vcc - Vce(sat) = RL x Icc
(when Vce(sat) = Collector-emitter saturation voltage of phototransistor)

is anything wrong with my formula??
i really need help to solve this problem...please help me!!

i already study many kind of datasheet,but i can`t find the phototransistor output?
i`m really confuse...
