What does the Quadrant button do on a PAVM phase angle meter? what kind of measurements would you use this function for?

When using two PAVM meters, both reference inputs are at 60hz, one PAVM is at 115VAC 60hz and the 2nd PAVM is at 26VAC 60hz, what would be the difference? because the PAVM reference input has a phase detector circuit built in
