PCI BUS to IDE HDD ,how

Hi
An newbie question but I need to understand it.
A design has a SOC chip which is an embedded processor ---- ARM922 core plus 2 PCI HOST CONTROLLERs.
I would like to connect this SOC to PCI to IDE chip(silon image SiI0680A,etc),then to Hard disk drive(PATA interface).
someone argues that It could directly connect this SOC to an HDD.I know PATA HDD have 44 Pin (20 address pin plus 20 data pin or 80 pin cable to connect. and PCI bus have more that. In theory ,that seems could work.
But I know think so.
can some 1 explain this to me?
