Hi , do you recommend any PCB manufacturer in China(or other low cost manufacturers in other countries. )who can use Rogers4003C as a dielectric for low cost .

It depends on your expectation for budget, leadtime, volumes, setup costs and test capability for controlled impedances with wide tolerances on dielectric constant. But there are many sources.
