PCB COVERED with GREEN Stuff.

Green stuff poured on pcb withing plastic box .I dont know that green stuff and which cover all electronic component. Only connector cables and power supply cable is available.
The green stuff like a gel or jelly.

So , what is this green stuff ?

It may be resin encapsulation(Potted). It will protect the circuit from environment and act as a good heat conductor also.
 

Photo would be good.

A resin sets to a hard compound, there are silicone potting compounds but these are still quite hard
 

The green thing is solder mask, so you cannot solder on other areas except the pads.
 

The Green layer is called as soldermask layer, it gives permanent protection to copper traces.
 

I guess he is not talking about solder mask but i think as you said a gel like substance sounds more of a glue to provide extra holding and firmness to components.
still do attach Pics they are obviously more helpful in understanding the query.
