i dont exactly know what U want, but i say my idea ffdshow is an audio/video codec that hv great features such as FIR filter by that u can filter yr audio. in its window, there is an option, named "show spectrum" that shows audio spectrum

other way is using MATLAB
with it u can use fft command and plot spectrum of WAVE(.wav) files
