Oscillator with frequency =0.1Hz

Hi everyone!
I want to design an oscillator circuit which has the frequency about 0.1Hz (T=10S) using L, R, C, Transistor (passive components) to reduce power consumption. Please help me!

The simplest circuit will have at least 2 transistors.
Below is an example with easy adjustable frequency: use 10kΩ resistor instead of LED and output is at emitter of the pnp transistor.
Also, consider low power version of 555 generator..
