opening a hex file in windows from Visual Basic

I'm actually curious whether anyone knows of how I can open up a drive and view it's contents in Hex form. Sort of like a hex editor. I'm using Visual Basic 6.0 are there any API functions to open a drive in hex editor. I want to by pass the file system completely. Thanx.
