Op-amp comparator MCP 6004 not working properly.

Hi,

I am trying to use op-amp MCP 6004 as a comparator. I am having 0.6V on the non-inverting input. The inverting input is connected to ground by a 5K resistor.
So ideally I should see the output go to positive rail because the non-inverting input is greater than the inverting input.
But what I see is the inverting input is also settling to a value close to 0.6V ( slightly greater than 0.6V and it is driving the output to the negative rail).
Can somebody explain why the op-amp comparator is behaving odd ?
Also I don't have any feedback topology.
Is it because the op-amp might be damaged ?
