Offset QPSK Carrier Recovery

Can the carrier recovery for "Offset-QPSK with Half-Sine
Pulse Shaping" can be done in the exact same manner as for QPSK?

I would like to use a Costas Loop (shown in the picture below) to demodulate a "Offset-QPSK signal with Half-Sine Pulse Shaping".
