Non-slicing floorplan?

i'm trying to implement my own floorplanning algorithm. this is what i got after running it on given blocks

now i'm trying to construct the corresponding tree (again see in the picture)
but i'm stuck. am i putting the 'W' (wheel) node correctly? is it really a wheel?

the "6, 10, 12" blocks won't let slice the floorplan so that's why i think it's a wheel.
or maybe my algorithm is working incorrectly and it's not possible to get such floorplan, at all.

please correct me, where am i wrong? thanks
