Yes NMEA 0183 is a soft protocol and GPS's and other devicec usualy uses rs232 (4800-baud ) to send the data so most probably you just can attache your device to your cpu or computers serial port. U might need som voltage adjuster for the signaling like a max232 but thats almost never needed. If its a USB gps it probably install itself as a usb com port on the system.
However there ar some newer standard NMEA 2000 that I dont know that much about where the electrical buss is included in the standard as wel, its still serial. But I dont think that form of NMEA is used that much for noncomersial boating, if at all.
