It is a version of interface for connecting NES/SNES controller to a PC.

Scheme:
Load for the processor: LINK.
Atmega should be set o nExt crystal resonator high freq (AVRStudio).
File with design of the board can be found at the attachment to the original thread. Values of all elements are given in KiCAD file.
The board was made in thermal transfer method.
There is no housing – the device is placed in shrinkable tubing, then tightened.
