There are free translation websites.

One method is to highlight the characters (by mousing through them), then copy and paste. (Example, translate.google.com)

If it's an image then this can't be done of course. In that case try this character recognition website, free:

I have download it 5 times but because speed was too low it says "uknown format or damaged". Some people reported their download was OK so high download speed is good..
